John Kane is the Central Bank of Ireland’s policy expert on securitisations and has over 10 years’ experience in regulatory financial services. John’s policy work and contributions to the EU securitisations framework has featured prominently in reports published by the Joint Committee of the ESAs as well as the Financial Stability Board. John holds a MSc in Finance, with a Diploma in Finance Law.
This session examines the evolution of European securitisation policy and practice—from the exploration of the potential change in practices post-GFC to lessons learned during the development of STS and synthetic STS rules. We’ll review the progress of the ECB’s Significant Risk Transfer (SRT) process, including the new fast-track approach, and share practical advice on engaging with policymakers and regulators during current legislative reforms. Key takeaways include strategies for effective dialogue, shaping implementable rules, and structuring transactions to meet supervisory expectations.

When he retired in 2022 after 16 years at the bank, he had led Santander to its current position as one of the largest issuers and arrangers of SRTs in Europe, having completed transactions involving portfolios at Santander subsidiaries in 11 countries in Europe and the Americas. Prior to Santander, Steve held various management positions at Bank of America and PNC Bank in the US, Mexico, Hong Kong, Paris and the UK in a career that spanned 45 years. He also chaired the securitisation Board of AFME while at Santander. He currently works as a financial advisor to various asset managers and insurance brokers. He has recently joined the board of Iconichain, a Fintech founded to provide analytical and reporting services to ABS and SRT issuers; he continues on the Board of Directors of European DataWarehouse and PCS Association, having worked as a founder of both organisations over 10 years ago. He currently resides in Michigan.
